Portland’s historic Albina neighborhood to house new $115M development

The development will include affordable apartments, townhomes, and a hub for Black-owned businesses expected to be completed in 2027.

PORTLAND, Oregon — A new $115 million project on 1.7 acres of land will be bringing 85 affordable apartments and 20 townhomes as well as a hub for Black-owned businesses to the North Portland area. 

Byron Davis — the board chair for the Williams & Russell CDC, the organization developing the lot — said, “This development is here to kind of — right a wrong that occurred when Legacy Health expanded with the help of the city back in the early ’70s.”
