Portland mayor and Oregon governor propose waiving fees to spur housing production

If approved by the city council, the plan would pause collection of System Development Charges for three years or until 5,000 units are built, whichever comes first.

PORTLAND, Ore. — Oregon Gov. Tina Kotek and Portland Mayor Keith Wilson have announced a plan to jumpstart the city’s housing production pipeline by temporarily waiving System Development Charges (SDCs) — fees that the city collects from developers to cover the cost of expanding municipal infrastructure to accommodate new buildings.
