Portland architect says red tape and fees are still putting up barriers to housing development

John Holmes wants to build the kind of affordable housing that the city of Portland needs. But it’s a slow and arduous process that few developers will bother with.

PORTLAND, Ore. — An architect trying to build affordable housing in Portland says that, despite the city’s well-intentioned efforts to streamline permitting, red tape and fees continue to present major barriers.

John Holmes is the principal at Guna Collaborative in Northwest Portland. He’s been involved in the Portland housing market for some 30 years, and still believes that what the city needs most is affordable housing — so that’s been the focus for him and his team.
