Governor’s task force recommends Portland, Multnomah County rein in taxes to slow flight of wealthy residents

A report from the task force’s Tax Advisory Group particularly took aim at Multnomah County’s Preschool for All tax, suggesting it be paused, overhauled or scrapped.

PORTLAND, Ore. — An advisory group that originated with the Portland Central City Task Force convened by Gov. Tina Kotek in 2023 came out Tuesday with a menu of suggestions intended to staunch the flow of higher-income residents leaving the metro area.

The Tax Advisory Group’s list largely revolves around cutting back or otherwise overhauling local taxes levied primarily on businesses and wealthier residents — namely the Portland Clean Energy Fund, Preschool for All and the Supportive Housing Services tax.
