Vancouver developer plans nightclub for Centennial Mills site

James Kasper is proposing to turn the vacant site at 1362 Northwest Naito Parkway that previously housed the Portland Mounted Police into a nightclub and restaurant.

It’s been Vancouver-based developer James Kasper’s dream to open a nightclub for nearly 30 years.

Born in Portland’s West Hills, Kasper has been to a lot of shows in the area over the years. His vision is to create a nightclub in the city as iconic as Berghain in East Berlin.
