For some small businesses, just remaining in Portland has become a labor of love

High operating costs and other issues have either forced businesses to close or incentivized them to move elsewhere. The city’s trying to help those sticking it out.

PORTLAND, Ore. — Running a small business in Portland has earned something of a bad reputation in recent years. Due to high costs, elusive foot traffic and a complicated permitting process, opening up and staying that way has become notoriously difficult.

City leaders say they’re trying to help with new ideas to both clean up the streets and ease the regulatory burden, in hopes of keeping business owners who want to bet on Portland.
